This shows the main cards that the International Community is playing, its air support to the rebels. This air support has recently been extended to supplying the Berbers in the Nafusa Mountains with munitions and medicines (and a small amount of bombing).
Note that nobody seems to want ground intervention. The International community does not want to get itself embroiled in another ground war in the Middle East, and the NTC and Tripoli citizens are suspicious that ground intervention may produce a situation like in Iraq. (However it may be possible to change this card, Other Muslim countries or the UN may be acceptable to some parties), but as of the time of the workshop, there is no ground intervention.
